It's a well known fact that Foggy is sort of terrified of Frank. Frank has not helped this in any way, shape or form by being a surly and violent and threatening bastard, including at Foggy, when Foggy was trying to help him.

And, while Foggy isn't the most 'pet' person, he can't resist the investigations of the dogs and watched quietly, scritching a dog behind the ear while Frank comes closer.
